Job Description

Summary of Work Activities and Responsibilities:

The Pardo de Tavera Library Head is responsible for setting the strategic direction and overseeing the day-to-day operations of the Pardo de Tavera Library and Special Collections. This position is also expected to perform librarian function.

Main Duties and Responsibilities

I. Section Management

  • Sets the direction and operational goals of the Section in alignment with the mandates of the Rizal Library and the Cluster
    • Conducts assessment and evaluation of the Section’s processes and initiatives, ensuring continuous improvement, maintenance and adjustment in initiatives and service delivery
    • Develops and applies metrics to systematically monitor goal achievement
  • Leads the development of library policies, procedures, and standards pertinent to the Section, and contributes to the formulation of general policies for the Rizal Library
    • Benchmarks best practices and emerging technologies to enhance Section resources and services
    • Reviews and refines existing policies, addressing gaps and leveraging opportunities for improvement
    • Monitors policy implementation to ensure compliance and operational integration.
  • Manages the performance of the employees in the Section through proper mentoring, setting standards/targets, monitoring, evaluating performance, providing feedback, determining employees’ training needs, and providing development opportunities
    • Cultivates a collaborative work culture, ensuring strategic alignment and effectively addressing operational challenges
  • Collaborates with the Rizal Library Executive Team and other Section Heads on shared initiatives and services
  • Prepares, monitors, and manages the Section’s budget and expenditures, recommending cost-effective strategies
    • Prepares and submits budget requests, financial reports, statistical reports, project reports, and special reports required from the Section
  • Ensures the upkeep and optimization of the Section’s physical spaces to support learning, research, and library engagement
    • Recommends functional layouts, furniture, and fixtures suitable for the Section’s needs
    • Coordinates with the Office of the University Librarian regarding maintenance and job orders requirements

II. Library User/Client Support

• Attends to in-depth queries and collection questions from library users

• Provides library users with guidelines on the proper handling of Section materials

• Reviews and approves digitization requests for Section materials

• Organizes and conducts library orientations and guided tours of the Section and the Rizal Library

• Trains library staff and other requesting units in preservation and archival techniques

III. Collection Development, Maintenance, Preservation, and Promotion

  • Accessions, classifies, and organizes the Section’s collections o Develops and implements retrieval guides, to facilitate efficient access to the collection
    • Manages and maintains the Section’s database, and uses the data to develop electronic finding aids
    • Oversees and ensures the proper packing, transport, receipt, and sorting of collections
  • Conducts preservation of materials, as needed
  • Recommends and evaluates collections for acquisition, de-selection, repair, preservation, and/or digitization
  • Promotes and collaborates with stakeholders—within the Rizal Library, the University, and external partners—on the use and development of the Library’s collections and services

IV. Performs other work-related tasks as may be required by the immediate supervisor and authorized representative.

Minimum Qualifications

Knowledge, Skills, and Abilities:
Library and Information Science Expertise: Strong knowledge of library services, information retrieval, cataloging, collection development, archival work, digital preservation, and DDS procedures; familiarity with integrated library systems and electronic resources

Library Operations and Trends: Knowledge of library operations, standards, and emerging issues in academic librarianship, including information literacy, intellectual freedom, and copyright

Resource Management and User Services: Ability to manage, preserve, and provide access to collections while guiding and training users in using library resources

Research and Scholarly Support: Understanding of research methodologies, scholarly communication, and user information behavior

Administrative and Leadership Skills: Experience in planning, coordination, resource allocation, staff supervision, and performance management

Technical and Multimedia Proficiency: Proficient in library management systems, databases, software applications, and digital, multimedia, and content management tools

Communication and Teamwork: Strong oral, written, and interpersonal skills; ability to collaborate effectively, build relationships, and foster team commitment

Education and Experience Requirements:

• Master’s degree in Library Science (MLS) or Library and Information Science (MLIS); or Master’s degree in another field appropriate to tertiary level library needs

• Licensed Librarian

• At least 4 years of library experience in a professional area
