Summary of Work Activities and Responsibilities:
The Safety Officer II serves as the main resource for all safety matters in his/ her assigned area. The position closely works with the unit leaders and authorized representatives in his/ her assigned area to resolve any safety- related concerns and ensure that all safety policies and protocols are properly implemented.
Main Duties and Responsibilities:
I. Campus Safety Policies and Protocols
• Communicates the CSMO’s operating plans and ensures that they are understood and implemented within the areas of assignment
• Collaborates with and provides technical guidance to relevant Office/Unit Heads and authorized representatives in the areas of assignment to ensure the effective implementation of University safety policies and guidelines
- Recommends and cascades action plans aimed at mitigating safety risks and strengthening safety awareness within assigned areas, in partnership with the assigned units
II. Safety Services
• Conducts regular safety audit and risk assessment methods such as hazard identification, risk assessment and control etc. based on set guidelines and protocols
- Gathers data to determine trends in safety risks within the area of assignment, and recommends improvements to safety protocols
• Investigates accident/ incident occurrences within the area of assignment
- Gathers data to ascertain cause of accidents/ incidents
- Compiles, prepares detailed summary reports, and presents findings of incidents that occurred in assigned areas, including incident response actions and recommendations, for improvement of incident management protocols
- Prepares DOLE mandatory reports and requirements regarding accidents/incidents in the workplace
• Assists DOLE and government inspectors during on-site safety and health inspections and accident investigations, ensuring effective coordination and adherence to regulatory compliance.
• Prepares and submits monthly Work Accident and Illness Report (WAIR) to the Department of Labor and Employment (DOLE)
• Oversees the contractors’ and service providers’ compliance with the safety guidelines and procedures
- Conducts regular inspections of all construction activities within the areas of assignment
- Issues a Work Stoppage Order (WSO) to contractors and service providers when necessary based on the requirements and procedures provided by the OSH standards
- Conducts safety induction sessions to new contractors/service providers prior to the commencement of the project
- Issuing violation tickets to contractors not complying with the safety standards
- Reviewing the safety plans and programs submitted by the contractors and service providers
• Assists in preparing for the DOLE mandatory OSH training for employees
- Administers and summarizes post-session evaluations

training session
III. Section Support
• Contributes to the development, review and update of policies related to
campus safety, leveraging expertise in safety best practices, and
ensuring alignment with industry standards and regulations
• Recommends and implements standard response procedures for new
forms of emergencies
• Assists in the periodic review and updating of safety plans and programs
to ensure alignment with changing business needs and security
requirements
IV. Performs other work-related tasks as may be required by the immediate
supervisor and authorized representative.

Education and Experience Requirements:
• With Bachelor’s Degree
• With 2-3 years relevant experience
• With experience in an academic setting is an advantage
• With experience in safety management or supervisory roles is an advantage
• Must be trained by DOLE accredited training organizations
