The Safety, Health and Environment (SHE) Specialist will be assisting in the effective and efficient implementation of company rules and regulations including national, local and community laws pertaining to safety and health. 

Safety Control And Emergency Preparedness

<ol>
	<li>Verifies and evaluates incidents/accidents/near misses reported by the ERT, assists in determining the root causes and corrective actions taken to prevent recurrence.</li>
	<li>Assists ERTL in the conduct of investigation of incidents/accidents and near misses and discusses report and analysis to the Central Safety Health Environment Committee.</li>
	<li>Maintains an incident recording system (accident statistics, man-hours worked) and presents these during the Central Safety Health Environment Committee.</li>
	<li>Submits annual/quarterly incident/accident/near miss reports to the Department of Labor and Employment Regional Offices and the Bureau of Working Conditions</li>
	<li>Identifies hazards (existing and potential), assesses risks, and implements controls to eliminate identified hazards.</li>
	<li>Maintains records of Health, Safety and Environment activities and orientations, assists in emergency preparedness drills conducted and maintenance of fire fighting facilities.</li>
	<li>Prepares emergency preparedness plans, programs and responses to ensure risks are managed and mitigated; includes these in the existing emergency preparedness response procedures.</li>
	<li>Monitors and enforces use of personal protective equipment and maintains a list of PPEs provided.</li>
	<li>Prepares programs/activities in promoting housekeeping.</li>
	<li>Conducts regular and special Health and Safety inspections in coordination with grids and prepares inspection reports that are transmitted to the respective Emergency Response Team for reference/action.</li>
</ol>

Capacity Building On Occupational Health, Safety And Security

<ol>
	<li>Coordinates with Human Resource regarding of Health, Safety and Environmental orientation and training programs, monitors and evaluates effectiveness of training programs in coordination with the Company Nurse and Department Heads.</li>
	<li>Conducts safety lectures/training to contractors (construction projects and subcontracted works) regarding hazards to which they are exposed and conducts familiarization of the work environment.</li>
	<li>Plans and implements the Annual Safety Competition in coordination with Human Resource; assists ERT in the conduct of first aid refresher courses prior to safety day.</li>
</ol>

Physical Security

<ol>
	<li>Assists in the facilitation of protection and resolutions of theft, threats, and other situations which may endanger well-being of the organization.</li>
	<li>Assists in the design and implementation of procedures and strategies of corporate security policies, including but not limited to internal investigations, executive protection, workplace violence, technological protection systems, contract guard force management, proprietary information protection, and crisis management.</li>
	<li>Assists in the management of security contracts and its proper delivery.</li>
</ol>

Environmental Management

1. Drives and ensures the compliance to all applicable regulatory requirements (Presidential Decree 1586, Presidential Decree 705, Presidential Decree 1067, Republic Act 6969, Republic Act 9003, Republic Act 8749, Republic Act 9275) and other instrumentalities (Memorandum Of Agreements) that the organization subscribes to.

2. Develop strategies to reduce greenhouse gas emissions of the company.

3. Plan and develop implement waste reduction policy, plans and programs

4. Develop resource conservation plans within the company.

5. Implements programs and plans that ensures the ecological integrity of the river and to the environment where hydro plants are situated

SHE Specialist

The Ateneo de Manila University (Ateneo) is one of the leading universities in the Philippines. More than 150 years in existence, the Ateneo has grown into a major Jesuit institution. Officially it became a university in 1959. It offers over 100 academic degree programmes.

The Assistant Director, CSMO leads in the planning to execution of Office operations related to security affairs and campus mobility. The position supports the Office’s plans and directions ensuring that processes and systems are aligned and well-integrated.

 
Main Duties and Responsibilities: 
I. Strategic Leadership

Keeps track of updates and developments that affect the University as an organization and as an academic institution, with specific focus on campus security and mobility.

Drives conversations on campus security and mobility by providing data analysis and forecasts, insights, and recommendations to unit, school, and University leaders.

Sets the direction and develops metrics related to campus mobility and security affairs, including setting standards/targets.

Evaluates the urgency and importance of various issues, making informed decisions based on established policies, and providing clear and timely responses to stakeholders.

Monitors the performance efficiency and progress of the Campus Mobility Section and Security Affairs team.

Provides development opportunities for growth for the Campus Mobility Section and Security Affairs team.

Represents the University in dialogues on safety and mobility.

Builds and sustains strategic and mutual partnership with the University community to fully understand their needs, and with barangay and government officials to operationalize University needs.

Establishes linkages with various government agencies related to security and mobility (e.g. PNP, AFP, LGUs, MMDA).

II. Security Affairs

Serves as the immediate head of the Security Affairs team.

Plans, directs, implements, and evaluates comprehensive security activities to secure the individuals on campus and the protection of University property.

Establishes systems and processes that will continually review and challenge the status quo to improve the security on campus.

Identifies, investigates, and resolves security breaches, employing strategic analysis and swift action to mitigate risks.

Initiates and oversees programs for the ADMU car sticker registration and issuance system, ensuring efficient management and compliance across the university community.

Oversees the deployment and effectiveness of the outsourced security personnel and technology, ensuring strategic placement and utilization to maintain a secure environment across campus.

III. Emergency Management

Serves as the alternate Incident Commander in the Campus Emergency Management Plan, ensuring continuity of leadership and decision-making during emergency situations.

Develops, plans, and delivers comprehensive training programs to equip unit heads with the knowledge and skills needed for Disaster Risk Reduction and Management (DRRM), enhancing their preparedness and response capabilities.

IV. Office and Team Management

Reviews and makes decisions on appeals to results of investigations pertaining to violations related to campus security and mobility.

Stays informed about the processes and operations of all CSMO sections, ensuring a comprehensive understanding of their functions and workflows

Plans and monitors the budget and expenditures of the Campus Mobility Section and Security Affairs team.

Oversees the development, review, and if necessary, updating and revision of policies related to campus mobility and security affairs, and provides inputs for the development of general Office policies.

Addresses concerns in the absence of the Director, ensuring continuity of leadership and the smooth functioning of Office operations.

V. Performs other work-related tasks as may be required by the immediate 
supervisor and authorized representative

Assistant Director, Campus Safety and Mobilty Office

Under the supervision of the Security Affairs Section Head, the Security Affairs Officer serves as the main resource for all security matters in the assigned area. The position closely works with the unit administrators and authorized representatives in the assigned area to resolve any security-related concerns and ensure that all security policies are properly implemented.

Main Duties and Responsibilities

Campus Security Policies and Protocols

	<li>Communicates the CSMO’s operating plans and ensures that they are understood and implemented within the areas of assignment.</li>
	<li>Collaborates with, and provides technical guidance to, relevant unit administrators and authorized representatives, in the areas of assignment to ensure the effective implementation of University security policies and guidelines.

		<li>Gathers support and buy-in for action plans to improve security, and proactively monitors progress towards established goals.</li>
		<li>Recommends and cascades action plans aimed at mitigating security risks and strengthening security awareness within assigned areas, in partnership with the assigned units.</li>

	<li>Oversees the implementation of security service level agreements for assigned areas, ensuring compliance with established standards and regulations.</li>
</ul>

Security Services

<ul>
	<li>Conducts regular security risk assessments in the assigned areas, based on set guidelines and protocols, and recommends measures to improve security protocols.

	<li>Oversees the outsourced security operations within the area of assignment, closely coordinating with the security agency.</li>

	<li>Recommends and implements standard response procedures for new forms of emergencies.</li>
