Job Description

The Safety, Health and Environment (SHE) Specialist will be assisting in the effective and efficient implementation of company rules and regulations including national, local and community laws pertaining to safety and health.

Safety Control And Emergency Preparedness

  1. Verifies and evaluates incidents/accidents/near misses reported by the ERT, assists in determining the root causes and corrective actions taken to prevent recurrence.
  2. Assists ERTL in the conduct of investigation of incidents/accidents and near misses and discusses report and analysis to the Central Safety Health Environment Committee.
  3. Maintains an incident recording system (accident statistics, man-hours worked) and presents these during the Central Safety Health Environment Committee.
  4. Submits annual/quarterly incident/accident/near miss reports to the Department of Labor and Employment Regional Offices and the Bureau of Working Conditions
  5. Identifies hazards (existing and potential), assesses risks, and implements controls to eliminate identified hazards.
  6. Maintains records of Health, Safety and Environment activities and orientations, assists in emergency preparedness drills conducted and maintenance of fire fighting facilities.
  7. Prepares emergency preparedness plans, programs and responses to ensure risks are managed and mitigated; includes these in the existing emergency preparedness response procedures.
  8. Monitors and enforces use of personal protective equipment and maintains a list of PPEs provided.
  9. Prepares programs/activities in promoting housekeeping.
  10. Conducts regular and special Health and Safety inspections in coordination with grids and prepares inspection reports that are transmitted to the respective Emergency Response Team for reference/action.

Capacity Building On Occupational Health, Safety And Security

  1. Coordinates with Human Resource regarding of Health, Safety and Environmental orientation and training programs, monitors and evaluates effectiveness of training programs in coordination with the Company Nurse and Department Heads.
  2. Conducts safety lectures/training to contractors (construction projects and subcontracted works) regarding hazards to which they are exposed and conducts familiarization of the work environment.
  3. Plans and implements the Annual Safety Competition in coordination with Human Resource; assists ERT in the conduct of first aid refresher courses prior to safety day.

Physical Security

  1. Assists in the facilitation of protection and resolutions of theft, threats, and other situations which may endanger well-being of the organization.
  2. Assists in the design and implementation of procedures and strategies of corporate security policies, including but not limited to internal investigations, executive protection, workplace violence, technological protection systems, contract guard force management, proprietary information protection, and crisis management.
  3. Assists in the management of security contracts and its proper delivery.

Environmental Management

1. Drives and ensures the compliance to all applicable regulatory requirements (Presidential Decree 1586, Presidential Decree 705, Presidential Decree 1067, Republic Act 6969, Republic Act 9003, Republic Act 8749, Republic Act 9275) and other instrumentalities (Memorandum Of Agreements) that the organization subscribes to.

2. Develop strategies to reduce greenhouse gas emissions of the company.

3. Plan and develop implement waste reduction policy, plans and programs

4. Develop resource conservation plans within the company.

5. Implements programs and plans that ensures the ecological integrity of the river and to the environment where hydro plants are situated

Minimum Qualifications

  • Bachelor’s Degree Holder in Engineering
  • Preferably a Licensed Engineer
  • Professional: At least 2 year of relevant experience in Safety, Health and Environment preferably an OSH Practitioner and a Pollution Control Officer (accredited by the Bureau of Working Conditions – DOLE);
  • Must have completed the 40-hour Basic Occupational Safety and Health Training Course as prescribed by the Bureau of Working Conditions; 40 hrs Basic Pollution Control Officer Training (3 years valid)
