Job Description

Summary of Work Activities and Responsibilities:

The Cataloging Head is responsible for setting the strategic direction and overseeing the day-to-day operations of the Cataloging Section. This position is also expected to perform librarian function.

Main Duties and Responsibilities

I. Section Management

  • Sets the direction and operational goals of the Section in alignment with the mandates of the Rizal Library and the Cluster
  • Leads the development of library policies, procedures, and standards pertinent to the Section, and contributes to the formulation of general policies for the Rizal Library
  • Manages the performance of the employees in the Section through proper mentoring, setting standards/targets, monitoring, evaluating performance, providing feedbacks, determining employees training needs and providing development opportunities
  • Collaborates with the Rizal Library Executive Team and other Section Heads on shared initiatives and services
  • Prepares, monitors, and manages the Section’s budget and expenditures, recommending cost-effective strategies
  • Ensures the upkeep and optimization of the Section’s physical spaces to support learning, research, and library engagement
  • Manages Section reporting and online information dissemination

II. Library User/Client Support

  • Attends to in-depth queries and reference questions from library users
  • Provides Reader’s Advisory Services to guide users on materials relevant to their research and interests
  • Organizes and conducts library orientations and guided tours of the Section and the Rizal Library
  • Guides Section in resolving complex library concerns

III. Collection Development, Maintenance, and Promotion

  • Performs bibliographic control and metadata management o Conducts original descriptive and subject cataloging of library materials
    • Performs copy cataloging and conducts complex searches and verification of catalog records for library materials
    • Maintains authority records and carries out necessary authority work in the database
    • Updates cataloging tools by incorporating changes, expansions, and revisions to the Library of Congress (LC) and in-house classification schemes
    • Re-catalogs and reclassifies library materials with conflicts or inconsistencies
  • Oversees records and access maintenance
    • Identifies and resolves access issues arising from obsolete or incorrect information in bibliographic records, when necessary
    • Oversees the maintenance of the Shelf List Card Catalog (SLCC), including the filing, correction, and replacement of shelf list cards to ensure consistency of records
    • Monitors consistency of file inputs in the Cataloging module through verifying MARC (Machine Readable Cataloging) tags, indicators, subfields, and related data
      • Endorses the re-cuttering, re-encoding, recording, and transfer of resources with corrections, inconsistencies, and missing entries in the Online Public Access Catalog (OPAC)
  • Ensures quality control and delivery
  • Promotes and collaborates with stakeholders—within the Rizal Library, the University, and external partners—on the use and development of the Library’s collections and services

IV. Performs other work-related tasks as may be required by the immediate supervisor and authorized representative.

Minimum Qualifications

Knowledge, Skills, and Abilities

Library and Information Science Expertise: Strong knowledge of library services, information retrieval, cataloging, collection development, bibliographic standards, and DDS procedures; familiarity with integrated library systems, discovery tools, and electronic resources

Library Operations, Standards, and Trends: Knowledge of library operations, automation, and current issues in academic librarianship, including information literacy, intellectual freedom, and copyright

Resource Management and User Services: Ability to manage, preserve, and provide access to collections while training and guiding users in utilizing library resources

Research and Scholarly Support: Understanding of research methodologies, scholarly communication, and user information behavior

Administrative and Leadership Skills: Experience in planning, coordination, resource allocation, staff supervision, performance evaluation, and fair personnel management

Technical, Design, and Multimedia Proficiency: Proficiency in computers, databases, library management systems, digital platforms, content management systems, and multimedia and promotional tools

Communication, Interpersonal Skills, and Teamwork: Strong oral, written, and listening skills; ability to build relationships, collaborate effectively, and foster team commitment and cooperation

Education and Experience Requirements:

  • Master’s degree in Library Science (MLS) or Library and Information Science (MLIS); or Master’s degree in another field appropriate to tertiary level library needs
  • Licensed Librarian
  • At least 4 years of library experience in a professional area
  • At least 3 years of supervisory experience
