Quezon City Local Government

General Function:

Under general supervision, the Economic Consultant is responsible for conducting advanced economic research and analysis, formulating policy recommendations, and supporting strategic planning and investment promotion efforts aligned with the LGU’s economic development objectives. The candidate plays a key role in driving evidence-based planning, monitoring local economic trends, and assessing the impact of development initiatives. This role serves as a stepping stone toward regular plantilla employment within the local government.

Specific Duties and Responsibilities:

1. Conducts comprehensive economic research and analysis

<ul>
	<li>Analyzes local, regional, and national economic trends to identify development challenges and opportunities.</li>
	<li>Provides data-backed policy and program recommendations to support local economic growth.</li>
</ul>

2. Assists in formulating and developing economic policies and strategies

<ul>
	<li>Contributes to the preparation of local economic development strategies in alignment with the Local Government Unit’s Comprehensive Development Plan and Local Investment and Incentives Code.</li>
	<li>Supports the formulation of investment promotion and business retention policies.</li>
</ul>

3. Contributes to the preparation and updating of socioeconomic plans

<ul>
	<li>Participates in the development and periodic updating of the Comprehensive Land Use Plan, Comprehensive Development Plan, and Annual Investment Program to ensure economic goals are addressed.</li>
	<li>Integrates economic indicators and projections into planning documents.</li>
</ul>

4. Collects, organizes, and interprets economic data

<ul>
	<li>Gathers and consolidates data from internal and external sources including Philippine Statistics Authority, National Economic Development Authority, Department of Trade and Industry, Department of Labor and Employment, and other relevant agencies.</li>
	<li>Develops local economic profiles, feasibility studies, and statistical reports to aid in planning and investment promotion.</li>
</ul>

5. Monitors and evaluates economic development programs

<ul>
	<li>Assists in the development of Key Performance Indicators for local economic programs.</li>
	<li>Prepares evaluation reports to measure project effectiveness and inform policy adjustments.</li>
</ul>

6. Conducts economic impact assessments

<ul>
	<li>Evaluates the potential effects of policies, programs, and investment projects on employment, income, and local economic activity.</li>
	<li>Recommends mitigating measures to ensure inclusive and sustainable outcomes.</li>
</ul>

7. Performs related tasks as may be assigned

<ul>
	<li>Supports the Local Economic Development and Investment Promotions Office Head in technical and administrative functions as necessary.</li>
	<li>Participates in inter-agency meetings, consultations, and capacity-building initiatives.</li>

PAFCPIC stands for the Philippine Army Finance Center Producers Integrated Cooperative, affectionately referred to by its members as "PAPSI". PAFCPIC is a multi-awarded cooperative offering financial services through deposits and loans to its members serving in the Armed Forces of the Philippines.   

Its membership consists of military and civilian personnel (both active and retired) of the Philippine Army, Philippine Navy and Philippine Air Force, as well as their immediate dependents. With its current membership totalling more than 120,000 members, its main office is located along Bayani Road in Fort Bonifacio, Taguig City and has 25 satellite offices across the country – 13 in Luzon, 5 in Visayas and 7 in Mindanao. 

PAFCPIC is the first institution-based category winner of Gawad para sa Pinakatanging Kooperatiba (Gawad PITAK) of the Land Bank of the Philippines in 2004. It was the first cooperative recognized for Family Welfare and Community Development in 2004 and for Labor-Management Relations in 2013 under the Search for Model Companies by the Department of Trade and Industry (DTI) Center for Industrial Competitiveness. It was also the first cooperative to have been bestowed the Philippine Quality Challenge Level 2 Award in 2015 by the DTI Competitiveness Bureau in partnership with the Philippine Society for Quality Inc. 

PAFCPIC is currently registered with the Cooperative Development Authority (CDA) under Registry Number 9520-16000421 dated 16 October 2009.

Conducts in-house and field assurance activities related to Financial Audit.

<ul>
	<li>Prepares audit reports based on the conducted audit engagement.</li>
	<li>Coordinates with the Auditee on the implementation of management-approved recommendations.</li>
	<li>Executes engagement plans relative to Financial Audit.</li>
	<li>Gathers and coordinates information with the process owner-client, and prepares the result relative to the advisory engagement.</li>
	<li>Prepares periodic reports.</li>
	<li>Performs such other duties as may be directed from time to time.</li>
