Who We Are 

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is a non-profit organization established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966.

Founded in 1965, SEAMEO is a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region. Its highest policymaking body is the SEAMEO Council, which comprises the Ministers of Education of the 11 Southeast Asian countries.

The Center derives its juridical personality from the SEAMEO Charter and possesses full capacity to contract; acquire, and dispose of, immovable and movable property; and institute legal proceedings. Moreover, SEARCA enjoys in the territory of each of its member states such privileges and immunities as are normally accorded United Nations institutions. Representatives of member states and officials of the Center shall similarly enjoy such privileges and immunities in the Philippines as are necessary for the exercise of their functions in connection with SEARCA and SEAMEO.

SEARCA has embraced the rhythms of change. Its Tenth Five-Year Plan (FYP) has directed SEARCA to move away from "business-as-usual" strategy as it no longer suffices in coping with the increasing complexities, uncertainties, and nonlinearities of its constantly changing environment. The "new normal" conditions in Southeast Asia compels SEARCA and all of its key partners to initiate anew a paradigm shift towards accelerating transformation through agricultural innovation (ATTAIN) in its Eleventh FYP.

Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA)

Job Summary: Leads, directs, manages, and oversees programs, projects, and activities related to the development of Searca's flagship projects on agricultural innovation, covering cross-cutting concerns on open innovation, technology transfer, and business incubation.

Responsibilities: 

<ol>
	<li>Strategic and Innovation Leadership: Spearhead in developing Searca's innovation agenda aligned with its strategic goals and thrusts for the Southeast Asian region;</li>
	<li>Project Ideation and Development: Lead in identifying and developing programs and projects related to agricultural innovation, specifically on open innovation, technology transfer, business incubation, and other cross-cutting initiatives both for internal and external funding;</li>
	<li>Stakeholders and Partnerships Engagement: Lead in coordinating and networking with experts, institutions, development partners, and other stakeholders for the development and implementation of collaborative programs, projects, and initiatives related to technology benchmarking, business matching, scaling-up modalities, extension and adoption, etc. </li>
	<li>Programs and Projects Coordination and Monitoring: Oversee activities and initiatives on project development, open innovation, business incubation, and technology transfer within Searca, its partners, networks and target clienteles across the Southeast Asian region; and </li>
	<li>Managerial and Operational Leadership. Monitor cross-functional teams through the entire innovation lifecycle – from ideation and concept development to execution, scaling, and impact measurement. This includes managing budgets, timelines, and resources effectively.</li>
</ol>

Basic Skills:

<ol>
	<li>Strategic and Leadership Competencies: Visioning and strategic planning, knowledgeable in emerging trends (digital agriculture, AI, etc), and can inspire and guide multidisciplinary teams towards innovation outcomes</li>
	<li>Technical and Sectoral Expertise: Deep knowledge of agricultural systems (production, agribusiness, food systems, etc.), innovation systems thinking (interactions across research, policy, extension, and market)</li>
	<li>Research, Innovation and Technology Competencies: Deep knowledge of R&amp;D management (design and implementation), technology adoption and scaling, and monitoring and evaluation (M&amp;E)</li>
	<li>Stakeholder and Partnerships: Proven experience in multi-stakeholder engagement (farmers, startups, academe, private sector, government, etc), in building co-investment initiatives for R&amp;D and deployment, and in translating research into actionable policy recommendations</li>
	<li>Managerial and Operational Competencies: Proven skills in program and budget management and monitoring, digital literacy (data platforms, AI in agri-tech, GIS, etc), and in coaching and building capacities of staff and partners.</li>

Program Head, Emerging Innovation for Growth

Job Summary: 

Delivers frontline technical and logistical Information Technology support in response to Searca’s growing digital demands under the 12th Five-Year Development Plan. The position is responsible for assisting users with technical concerns, maintaining Information Technology infrastructure across Searca’s offices and facilities, supporting hybrid and online events, and contributing to the documentation and testing of integrated information systems.    

Terms of Reference:  

<ol>
	<li>Responds to user inquiries and performs initial troubleshooting of hardware, software, and connectivity issues, escalating unresolved concerns to the Management Information Systems Unit (Misu) staff or authorized service providers;</li>
	<li>Tracks and manages Information Technology service desk tickets, ensuring timely and coordinated resolution with Misu staff;</li>
	<li>Assists in the setup, configuration, and routine maintenance of Information Technology equipment and software across Searca’s main office, Searca Residence Hotel (SRH), Searca Guesthouse (SGH), and Searca Green Home;</li>
	<li>Provides technical support for online and hybrid events, including platform setup (e.g., Zoom, MS Teams, etc.), testing, and real-time support and troubleshooting during live sessions;</li>
	<li>Helps maintain and update the inventory of Information Technology assets (laptops, peripherals, licenses), and assists in logistics related to deployment and documentation;</li>
	<li>Contributes to the development of user manuals, quick guides, and technical documentation for Searca’s information systems;</li>
	<li>Assists in system documentation and basic user acceptance testing (UAT) for ERP-integrated systems, including logging and reporting issues;</li>
	<li>Supports general administrative tasks related to Misu operations, including internal documentation and coordination with other units;</li>
	<li>Prepares visual aids, presentations, and simple reports to support Information Technology training, onboarding, and rollout activities;</li>
	<li>Complies with Searca’s policies on Information Technology service delivery, cybersecurity, and documentation; and</li>
	<li>Performs other tasks that may be assigned from time to time.</li>
</ol>

	<li>Service Desk Operations: Familiar with tracking and updating tickets using Information Technology service desk platforms;</li>
	<li>Event Tech Support: Able to handle the technical aspects of virtual/hybrid events and platforms; and</li>
	<li>Documentation &amp; Testing Support: Assists in creating user documentation and participating in system testing.</li>

IT Support Assistant

Job Summary:

The Project Assistant is responsible for providing technical and administrative assistance to the Project Consultants under ADB-funded project titled: TA-10009 REG: Accelerating Climate Resilience in Agriculture, Natural Resources and the Environment - 4 Climate Resilient Agriculture.

Terms of Reference:

<ol>
	<li>Collect relevant secondary information from various sources.</li>
	<li>Prepare billing for submission to the lead agency</li>
	<li>Organize and provide support during meetings and consultations, including preparing discussion materials. </li>
	<li>Assist in the preparation of the necessary reports;</li>
	<li>Perform other duties as needed for the successful completion of the project and its implementing unit.</li>
</ol>

Required skills:

<ol>
	<li>Proficiency in data encoding, management, and analysis, including experience with statistical software (e.g., SPSS, Stata) or other relevant tools.</li>
	<li>Excellent research and analytical skills, including the ability to synthesize information from various sources.</li>
	<li>Knowledge of financial management, including preparation of financial claims and compliance with funder guidelines.</li>
	<li>Demonstrated experience in budget monitoring, and disbursement documentation.</li>
	<li>Demonstrated ability to work independently and collaboratively within a team.</li>
</ol>
