Who We Are 

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) is a non-profit organization established by the Southeast Asian Ministers of Education Organization (SEAMEO) in 1966.

Founded in 1965, SEAMEO is a chartered international organization whose purpose is to promote cooperation in education, science and culture in the Southeast Asian region. Its highest policymaking body is the SEAMEO Council, which comprises the Ministers of Education of the 11 Southeast Asian countries.

The Center derives its juridical personality from the SEAMEO Charter and possesses full capacity to contract; acquire, and dispose of, immovable and movable property; and institute legal proceedings. Moreover, SEARCA enjoys in the territory of each of its member states such privileges and immunities as are normally accorded United Nations institutions. Representatives of member states and officials of the Center shall similarly enjoy such privileges and immunities in the Philippines as are necessary for the exercise of their functions in connection with SEARCA and SEAMEO.

SEARCA has embraced the rhythms of change. Its Tenth Five-Year Plan (FYP) has directed SEARCA to move away from "business-as-usual" strategy as it no longer suffices in coping with the increasing complexities, uncertainties, and nonlinearities of its constantly changing environment. The "new normal" conditions in Southeast Asia compels SEARCA and all of its key partners to initiate anew a paradigm shift towards accelerating transformation through agricultural innovation (ATTAIN) in its Eleventh FYP.

Job Summary:

Searca seeks a visionary Deputy Director for Programs to lead transformative agricultural initiatives, forge strategic regional partnerships, and mobilize donor support aligned with Searca’s mission for inclusive and sustainable development.

Duties of the Non-Filipino Deputy Director:

1. Assist the Director in planning, managing, and monitoring Searca's core programs' performance/progress. 

2. Assist the Director in coordinating the implementation of the core programs of the Center, especially in relation to the participation of the member states of Seameo.

3. Assist the Director in linkaging and networking Searca’s core programs. 

4. Assist the Director in resource generation activities. 

5. Assist the Director in preparing the Annual Report and other related reports of the Center as it relates to its core programs.

6. Serve as Center Officer in Charge in the absence of the Director.

7. Perform all other duties as directed by the Director or by the Center’s Governing Board.

The Customer Relationship Management (CRM) Analyst III supports the Office of University Development and Alumni Affairs (OUDAA) in strengthening data-driven engagement and relationship management with alumni, donors, and partners. The position ensures that the CRM system is effectively maintained, optimized, and used to guide strategies that advance fundraising, alumni relations, and development goals. General Responsibilities:

The Business Analyst is responsible as the liaison between the business/client and the project team. The Business Analyst is responsible for data gathering, validation, analysis of requirements, understanding the current situation, and aligning the solutions with the client’s business processes and needs.

 

Duties and responsibilties:

<ul>
	<li>Liaise with stakeholders to understand business processes, system features, needs and objectives, and challenges and pain-points effectively</li>
	<li>Influence stakeholders for best solution implementation while removing blockers and suggesting best approach</li>
	<li>Manage requirements with the use of effective application of change control processes and tools</li>
	<li>Evaluate business processes, anticipate requirements, uncover areas for improvement, and develop and implement solutions</li>
	<li>Implement organizational change management activities</li>
	<li>Collaborates with subject matter experts to provide recommended IT solutions and process improvement plans to clients addressing their pain points.</li>
	<li>Ensures general understanding of high and low-level information between all project stakeholders.</li>
	<li>Reviews testing scenarios to ensure that they are aligned with requirements stated in software documentation.</li>
	<li>Conducts user acceptance testing, providing post-implementation support to business stakeholders and end-users through user manual documentation and facilitation of user training.</li>
	<li>Documents high-level and detailed user requirements that may span multiple business domains.</li>
	<li>Documents current and to-be business processes and high-level product requirements specifications.</li>
	<li>Documents detailed functional and non-functional requirements (i.e. Performance/Turnaround Time, Data Retention, Usability, Interoperability, etc.)in use-case format.</li>
	<li>Creates a walkthrough deck in preparation for the UAT proper.</li>
	<li>Documents user manuals and training decks for post-implementation support</li>
</ul>

 

Job specifications:

	<li>Education – At least graduate with a Bachelor’s or Master's Degree in IT, Computer Science, Engineering, or any related course.</li>
	<li>Related Work Experience
	<ul>
		<li>Experienced in software development lifecycle using Agile methodologies including</li>

		<li>Process Definition and Mapping</li>
		<li>Change Management</li>
